简要规则描述：主要为对临港地区建设单位提交的针对环境影响评价所出具的环境影响报告表、环境影响报告书或建筑玻璃幕墙光反射影响分析报告等提供评审服务。服务类型包括环境影响报告书的评审、环境影响报告表的评审、建筑玻璃幕墙光反射影响分析报告的评审、环境影响报告表告知承诺事中核查。（具体详见第三章项目概况及服务需求）

Brief Specification Description: Mainly providing review services for environmental impact assessment reports, reports, or analysis reports on the impact of building glass curtain walls submitted by construction units in the port area. The service types include the review of environmental impact assessment reports, the review of environmental impact assessment forms, the review of analysis reports on the impact of building glass curtain wall light reflection, and the verification of commitments made in the environmental impact assessment forms. (For details, please refer to Chapter 3 Project Overview and Service Requirements)

合同履约期限：自合同签订之日起 1 年。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：1、满足《中华人民共和国政府采购法》第二十二条规定；
2、近三年未被列入“信用中国”网站(******)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(******)政府采购严重违法失信行为记录名单的供应商；

(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Suppliers who have not been included in the "Credit China" website (****** gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (****** gov.cn) list of records of serious illegal and dishonest behavior in government procurement in the past three years;

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（4）本次采购不接受联合体响应，不允许合同转让与分包；
（5）本项目仅面向中小企业采购。
